I didn't see any signs like this is Paris and the London streets we much cleaner than Paris streets with regards to dog feces. In theory it should be possible to have a very dog friendly culture (e.g. Paris) while at the same time taking cleaning up after your dog seriously (London), in practice I have never seen the two meet.
